That outside lane was closed off for 3-4 months for no other reason than they needed to pour the concrete pad (1-2 days) and then put the sign up (1 day). The remainder of the 3-4 months there was no reason they could not have moved the orange can over and open the lanes. There is a ton of things they could finish that would relieve congestion. There is nothing preventing I-10 east and west bound between Avalon Blvd and the Escambia Bay Bridge from being finished, but we will keep being forced to drive through construction zones for another 3-6 months until they get around to completing it. wannaKno, you are 100% correct.
