They decided the punishment for misbehavior was what caused later misbehaviors like murder and rape, so they sought alternative responses which wouldn't "label" bad people as bad people. If the bridge was purchased and the toll removed, it would create an economic boom on Garcon point area. Now people who could be shopping at Tiger point will drive all the way to Pace to go to the Walmart rather than pay almost a four buck toll. However, the risk of loss should be with those bond holders and taxpayers should not be bailing them out.
