Can’t use WordPress because it is free software written by volunteers and hackers target government websites using WordPress or Drupal. Government websites need extra security. Also the US federal government has mandated by law that all government websites have to be ADA compliant for the vision impaired. WordPress templates don’t have that programming in it.
