		<description>In fact, this proposal is not an expansion of Bright Futures.  The program originally paid 100% of tuition plus $600 per year for books for students who qualified as Academic Scholars, and 75% of tuition plus $300 per year for books for Medallion Scholars.  This program is completely funded by the Florida Lottery.  Several years ago, the state legislature cut the benefits of the program.  I guess they wanted to use that money somewhere else because I seriously doubt the problem was funding.  I haven&#039;t notice any decrease in the number of people buying lottery tickets.</description>
