Lots of panhandlers in that area.
Lots of traffic.

I see this jaywalking behavior all the time. Some people will actually walk away from the crosswalk and cross 20 to 30 feet away, in traffic; while looking in the opposite direction from oncoming traffic. It seems to be a deliberate effort to not use the crosswalk, I can’t imagine why. I didn’t see this incident, but the behavior is so common that I’d be surprised if that’s not what happened.

Thank god no one was killed or hurt worse or LEO would have to deal with a death emotionally without intention
Someone was watching out for both parties
