It's all a joke the biggest criminals are the guards. Convicts are going to fight and have problems, you have 100 people locked in a cage of course they will fight. You can take 100 do good citizens and place them in a cell together and they are going to fight. And for Nod everyone makes mistakes just because you have not been caught does not make you any better than anyone else. Could be you sitting in Century one day.
