I would have an assembly the first of the year with mandatory attendance by students and faculty. These kids have to be on a buddy system to insure teachers and coaches are never alone with them. For a private discussion they can make an appointment with the parent to be there.
This keeps happening because we are living in the past where there was swift punishment by the public. Now we makey-nicey, and children are paying for it.
