		<description>I don&#039;t see why the people on the utility don&#039;t asked to be annexed. 
You would have a voice and be a part of the town government. 
There may be some well educated qualified potential people to network. 
More people would add to the collective tax base. 
When the town reached out to provide utilities (Urban services boundary) I am sure that was the intention. 
Seems like some one dropped the ball on all this and now the infrastructure in the boundary areas outside of the town is deteriorating and the utility is not sustainable. Just to raise the rates is a band aid. 
Many hope some of the new leaders in Century are aware of this and are educating themselves, as well as the people outside the town limits and progress will be made.
It may be an answer to prayer to recognize this potential and allow it to be. Just listening.
I doubt people outside the town limits qualify for these grants only the ones under Century, jurisdiction. My opinion.</description>
