No fear of man, no fear of God & no fear of the Law. Humans have to fear something. Without fear of repercussions we have no limits to the depths we will sink. 95% of criminals grew up without father's to fear. No father, No authority figure, No one to fear. So they have grown up with no fear of Law. I'm afraid we would have to untie Law enforcement hands and be rid of the tazors to put fear back into society.
