		<description>Mr. Joe was one of the finest men I&#039;ve ever known. He was kind, compassionate, and caring for anyone he met. His compassion went beyond words to actions to help solve any problem or situation. If you needed anything, he was there, ready to help. I&#039;ve seen him pay utility bills, pay for car repairs, prescription medications, household repairs, and anything else someone might desperately need but simply couldn&#039;t afford. He served faithfully on the board of directors for Central Water Works for 20 years and as General Manager was instrumental in modernizing the operations of the system, as well as helping to secure millions of dollars in grants and low interest loans for system improvements. He had a strong faith in Christ and was quick to share it with anyone. His faith caused him to live a life above reproach as a shining example of honesty and integrity in everything he did. His legacy of caring, service and dedication to this community will be remembered for years to come.</description>
