Otherwise, cows and horses, etc., that get out by accident or by an act of God, (tree falls on fence, leaving a passage way open), the owner is not held accountable. We've found that the local law enforcement folks tend to know who owns livestock and horses in our area :-). I think it would be better to claim the cow than to lay low and get found out trying to avoid responsibility. I know it will be costly, but it's the right thing to do.
