Just the fact that it is FULLY backed by the utility companies ought to be enough to tell you it certainly is not supporting PRIVATE solar powering! A YES vote means the costs for solar sets solely on those who opt for solar. I don't have solar and I don't want a surcharge on my bill to compensate solar users when they can't produce enough energy due to cloudy days or overages.
