As such, it CAN speak with a single voice just as the Supreme Court does even in 5-4 splits. The question is whether such an important question regarding killing convicted killers should be of the form "So say we all" or "Most of us think so." (Understand they were already unanimous regarding the GUILT of the killer. Those opposed to killing killers want to make it impossible by any means necessary.
