If the homes are rebuilt will they be up to code and have insurance for the next disaster. Just what is disaster preparedness. Perhaps more affordable housing that pays into the tax base with a landlord that is insured and can cover repairs is a better long term fix. Do the new apartments planned by a 501 c pay into the tax base or are they exempt. I just don't know if this is false hope but I do not understand the whole process.
