@Hudson SR: Not at all. Pensacola never needed to used the Federal Grants. Once they did they entered into contractual obligations that are well defined. No one put a gun to their head and had they not this would not be an issue.

Isn’t the question here how ECUA got use of land and water rights for free? That is a sweet deal.

Untreated water is cheap.
Give’em a dollar then up the rate for water delivered to the airport to cover it.
Make everybody happy.
Then change the name back to The Intergalactic Air/Spaceport.
Maybe it’ll bring in some foreign business and revenue.

Sticky questions – Did the bee hives ever get put on airport property? If so, are they paying rent or a fee to anyone (City of Pensacola or FFA) to keep the hives there? What about the revenue they are gaining from the sale of the honey?
