It would only take just a very few minutes for someone to check each pump at random times during the day. Maybe that is just too safe & simple? Also, each mechanism could have a number stamped on it (in addition to a seal), so it might be easy to spot if it has been replaced or covered up with a skimmer. Put the offender on a road gang for five years, under heavy handed oversight, they will be deterred.
