Anyone who is wanting to be employed but is not employed is considered unemployed whether or not unemployment benefits exist for that person. Anyone who is employed is not considered unemployed because he or she isn't, even if they want employment in a better job. Anyone who admits to not wanting employment is considered not unemployed. Anyone who is employed in some illegal activity but claims to be unemployed and wanting employment is considered unemployed simply because he or she lied. Yep. Anyone who is wanting to be employed but is not employed is considered unemployed whether or not unemployment benefits exist for that person.
