@nod, too fast for conditions does not mean speeding. A driver should keep his mind on driving and be totally aware of everything going on around him. If a car, person or a puddle on the road could cause trouble the driver is supposed to have enough sense to take caution and slow down.

Yea, I think when a pedestrian is in front of your vehicle, any speed is going to be “to fast for conditions” .

Too fast for conditions refers to situations in which your visibility is diminished (such as fog, topping hills, rounding curves, etc) or when weather (snow, rain, etc) affects your driving capabilities or other circumstances such as driving down a street that is crowded with pedestrians.

it’s in the drivers handbook, too fast for conditions means just what it says. they are probably saying he was driving too fast around children at play, which is a law even if he is going the speed limit posted for the street
