Stiffer penalties are needed - like significant jail time if they do it and get caught. Otherwise, why do I need to bother with a license or insurance? (Sarcasm). Being cited for the driving infractions is not enough. The law breakers are going to do whatever they want regardless of the law. He will be right back out there doing it again. Impound the vehicle, don't give him another chance to break the driving laws until he complies with the driving laws.
