To say it was NOT self-defense, the burden of proof should fall to the state. Instead, it's on the shooter to prove they are innocent. Remember, all are innocent until proven guilty. This law was intended to put the burden of proof back on the state rather than allow it to continue to be placed on those who are legitimately defending themselves. This proposed law will be back.
