They are planned, engineered, and budgeted for years before a single rock gets moved in construction. The Florida DOT's District 3 office is responsible for planning on state roads in rural Escambia County (basically north of Barrineau Park Road.) Citizen input into prioritization is welcome. If you want to change the priorities, then I suggest getting involved. South of Barrineau Park Road, the priorities are set by the Florida-Alabama Transportation Planning Organization (which used to be called the Pensacola TPO until Orange Beach and Lillian, AL were added a few years back).
