		<description>Also -- don&#039;t be mislead by the so-called limit of 45 hours for testing during the school year.  The 45 hours equates to 45 days of classroom education the students could lose.  In other words, 45 hours of testing = 45 days of instruction = 9 weeks or 1/4 of the school year.

		<description>Without standardization, you can&#039;t measure anything.  Imagine a crew building a house with no standard tape measures, using the length of there own foot or hand to judge  length.  You&#039;d end up with a mess.
Communicate the standards, provide an outline of the curriculum and expect the teachers to teach, knowing what the students will be tested on.  
If a teacher can&#039;t teach the curriculum, they need a new vocation.  If a student can&#039;t learn the curriculum, they need to find a vocation they have the skill set for and the desire to learn
Not everyone is cut out for college.  The only way to figure out who is and isn&#039;t, is to test and measure with the same yardstick for everyone.
In the real world, everyone is given a goal and expected to meet or exceed it.  School is no different, after all the purpose of school is to prepare you for survival in the real world.</description>
