@jeeperman… I’m positive that you are reading that wrong. Thanks to Debra, I followed up with animal control and spoke with the Sgt. In the north. She is Sgt. Nowlin and she said that the leash law is effective throughout the entire county, including the incorporated city of Pensacola. She said that the ordinance was reviewed by the county attorneys and it was determined that the leash law applies to the entire county, not just certain areas.

Sorry Doug but not ALL of Escambia County is covered by the leash law or technically the “direct control law”.
If you read the rest of the ordinance that you posted, you will read about a resolution that has to be voted on by the BOCC to create “direct control areas”.
The latest “direct control resolution” I could find was for West and East Kingsfield road and south thereof.
Which is less than half of the county.

I wouldn’t rely on the Humane Society for very good info and I certainly wouldn’t trust anyone at the shelter. The shelter is run by lazy people who are more interested in euthanizing animals than caring for them until they can find a new home. Most people in animal control are knowledgable, especially the female Sergeant who works in the north. I’d trust what animal control had to say over the shelter or Humane Society.

@Curious… Not your fault, but the Humane Society should update their education on Florida law and County Ordinances. I’d recommend that they contact Escambia County Animal Control; they deal directly with these law on a daily basis.

Doug, north end does not have leash law, as I was told by humane society once before. I believe 10 mile & south but not in nort.

This accident was a tragedy.

However, as is the case, many children as well as pets are neglected and abused.

Mind you, I’m one to say this one should have been in a fenced area or on a leash,
yet the fact remains and has been reported by NE with photos to back it up…idiots neglecting their animals to the point of starvation and gross abuse and running loose.

Sorry I strayed from my thoughts about pets…children and wives have been the subject of neglect and abuse too.

This dog is someone’s pet and responsibility and has been the cause of a wreck in which a man tried to avoid hitting the animal.

Think about it, if it had been a child instead?

As far as the liability of the owner of the dog, that is covered by Florida Statute 767.01 DAMAGE BY DOGS

Owners of dogs shall be liable for any damage done by their dogs to a person or to any animal included in the definitions of “domestic animal” and “livestock” as provided by s. 585.01.

For those of you think there is no leash law in Escambia county, there is and it applies to the entire county.

The county ordinance is 10-11(a) ANIMAL CONTROL

“All animals when not on the premises of the owner or the premises of another who consents thereto shall be under the direct control of a person competent to control such animal at all times”

Direct control is defined under county ordinance 10-3 DEFINITIONS

Direct control means immediate, continuous physical control of an animal at all times such as by means of a fence, leash, cord, or chain of such strength to restrain the same. In the case of specifically trained or hunting animals which immediately respond to such commands, direct control shall also include aural and/or oral control, if the controlling person is at all times clearly and fully within unobstructed sight and hearing of the animal

I’ve seen people seriously injured avoiding small pets dog,cats etc. I’ve taught my daughter never avoid hitting one if she cannot come to a safe stop. Dog-gone- it.
