You can't change the problem with rules. The problem is the mentality of gaurds. Even when a new gaurd may have some character, it is soon swept away by a number of reasons. Least of which is the fact most inmates are animals and should never see daylight. However, if your not "down with the click", you just wont be there whether a gaurd, nurse, teacher, or mental health professional. If you aren't down but have proven to keep to yourself and keep your mouth shut, then it's the tower, outside security, kitchen, etc. Things will change only for the time it takes to learn to circumvent thr new rules.
