The problem has been judges that then pop the bad guy on the back of the hand and sends him away with a fine and "don't do that again young man". This works to demoralize the LEO's for all their efforts and risks. I hope that these bad guys get serous time. Several of these guys have been caught B&E. As an example of completely failing to punish bad guys and it not taking. Cobb had 3 yes THREE B&E Grand Thief in ONE YEAR. Obviously that punishment made him stop ... oh it didn't.
