It is a culture, so quotes aren't needed.
Maybe not a normal culture, but a culture.

You can pass all the "whistleblower protection" laws you want and they are meaningless. One thing about law enforcement. They can get away with anything and know it ... a sure formula for abuse.

This has been going on forever in the DOC. I worked for them almost 15 years ago and got black balled by the administration at our local inmate retreat. Went to internal and reported beatings and contraband by supervisors. They ended up tearing my truck apart and found one shotgun shell under the seat from who knows when and started an investigation trying to frame me for contraband on the property. Not inside. Just on the property. Several other officers were done the same way and we all ended up leaving. Sad thing is your name ends up on a list of " bad cops" published by the Tampa Tribune who do no research into the trumped up allegations. No one has the power to change it. Not this Governor or the next. Always been this and always will. Normal citizens have no idea what goes on inside. The administration and their hit squads are worse than some of the inmates housed there.

It may cost a lot, but maybe the DoC needs to have at least one person in an administrative position - that reports ONLY to the head of the DoC - in each facility. That person could be a liaison for the guards and ought not be able to be intimidated by anyone at the corrections facility. If that person is never in the general population, like guards are, then danger from the inmates should be avoided. Threats or intimidating acts from guards or officers could be dealt with accordingly higher up the chain of command. At some point, the bad apples will be removed from the barrel. Put a few wardens in prison for crimes they are committing, and that will put a stop to a great deal of the corruption.
