I know people who got tickets and NO they had not run a red light. You have to be VERY careful and some tickets are given even for "right on red". I know someone who had to pay one. In a turn only lane onto a merge lane. There was no excuse for that ticket. This is heavely abused by the companies and some cities that have them installed. The company wants everything that it can to be reported as a run. Sometimes the city reviewers just don't care enough to check to see if it is valid. Some have decided it would make more money if they shorten the yellow time. On top of a fine if you contest you have to pay double or more. Nice way to deter anyone from even thinking of contesting. The only thing these cameras have done is make money for some and get more people rearended from a driver slaming on breaks to avoid a ticket. WRONG!
