Being homeless doesn't mean you aren't a citizen. Many homeless do keep those identifying items with them, among their few possessions. Remember, many have a valid military service ID because they are veterans who protected YOUR right to vote. I don’t think the article said they would be handing them out to anyone who got in line, nor did it say they would be giving out Voter ID cards – the requirements to vote are still the same for everyone.

Heck, even I would have to hunt those down in my house. Out of the social card generation where it states it is not to be used for identification purposes (and states this on the card) it's not an item I carry around with me.
