		<description>Does anybody know what power a City Council or Board of County Commissioners has?    Theoretically speaking could they require that all dogs or cats (or kids for that matter) are banned as of such and such date?</description>

		<description>Does anyone know what started this whole thing?  Was there some sort of conflict between neighbors over animal odor?  A cow wandering around eating someone&#039;s garden?  I can&#039;t imagine why having a few animals is at all inconsistent with the surroundings in the town.  It makes sense if you have a 1/4 acre residential lot, you don&#039;t have room for a cow.  But, if you have the room, what&#039;s the problem?</description>
