The prisons are required to provide access to file their cases. Usually, the staff are not qualified or properly trained to know if the documents are legitimate. Some of the staff really don't care what the inmates do or copy. Complacency is a contagion. Cut backs affect many departments. This is one area that needs to be monitored more closely. That individual has caused enough trouble. You cannot blame the prisoners for seeking escape as by the nature of the beast, it is an inherent goal of most prisoners to seek freedom.
