The hope would have been that he would have learned to earn an honest living. At some point all but lifers will be released on the public. If it had worked, he might have NOT killed or committed other crimes when his time was up. Maybe it will never work since candidates were already to be picked from those most likely to succeed. So any perceived success might just come from picking winners. But if he did this, he was obviously NOT a winner so maybe the selection process may be flawed. Or maybe it COULD work properly with better supervision. Regardless, we need to change the minds of criminals or figure out a way to permanently bind them.
