Actually, Jim is correct....but so are you. They GRATE the road in order to obtain the correct GRADE. 

Grate=to scrape or rub with rough or noisy friction, as one thing on or against another. (such as the blade against the ground to create the proper slope)

Grade=to reduce to a level or to practicable degrees of inclination: to grade a road.
(the proper slope to cause the water to run off instead of pooling in the roadway)</description>

		<description>Hey, sounds like we got a bunch of English teachers and engineers out there.
Y&#039;all do know that no matter how large the grate that if the drain pipe is too small or if it&#039;s clogged with debris that water won&#039;t go thru it.
Even if the drain pipe is clear and the outflow is filled with water then it won&#039;t drain.
Ditches overgrown with weeds, loaded with debris thrown from vehicles and random roadkill will not flow properly either.
Roadside ditches clean up sounds like a &quot;great&quot; project for the folks sitting in our jails and prisons  Bring back the chain gangs.  They were a visual learning experience for kids when I was young. &quot;Ma, what&#039;re they doing?&quot; and when she explained it stuck..  Nope, not what I wanted to do.</description>

		<description>This area has flooded every time we have a good rain, for as long as I can remember. Wheather (yeah, I know thats misspelled, have a blast) it is grated or graded or whatever the issue is, it is time to fix it.</description>

For your information Mr. Jim Brown could have been referring to the size of the grates on the storm drains not being of adequate size to handle the amount of rainfall.  He didn&#039;t refer to whom may have grated the road as you assumed, he simply stated, &quot;whoever grated this area&quot;, not road.
