I used to live off Tonawanda and to my recollection, there are so sidewalks. It's been awhile, so I may be wrong. There also are no crosswalks and definitely not a stop light at the Tom Thumb there at the comer. It's hard enough to get onto Mobile Hwy from Tonawanda, but you've got drivers turning (legally) across Mobile Hwy not only from Tom Thumb, but also those in the opposite direction coming from the Family Dollar/Dollar General, Happy China, Pep Boys, and the roach motel (unless its been torn down). It's just not a safe place for anyone to cross on foot and, in my opinion, there should be pedestrian signs warning against it. This isn't the first death and probably won't be the last that had happened there.

That stretch of road is always just an accident waiting to happen. Pedestrians wearing dark clothes are extremely difficult to see. It's especially dangerous when they don't use the crosswalk and traffic lights. Pedestrians might have the right of way, but that doesn't mean they have a right to be careless.

Tonawanda Drive is very near the Wal Mart and Happy China restaurant on Mobile Highway, along with a convenience store at the intersection of Tonawanda Drive and Mobile Highway.

A lot of people cross at multiple sites at that area, with cars entering and leaving multiple businesses, and the speed limit is 40 MPH there, so it is a miracle that more people are not hit there.

Sad situation for Ms. Fowler and for the person walking in the road.
It has just always puzzled me as to why, when there are good sidewalks, people insist on putting themselves in danger and the motor traffic at risk, by walking in the roadway. Seems the sidewalks are there to make foot traffic more safe.
