Most likely because he WASN’T shooting at people, he was trying to scare them into giving back what he thought they had picked up.

I am confused?????? If Mitchell threw the bag out and it was recovered by the
Sheriffs office, then why was Jackson out on the road looking for it?

Could he have been hoping that maybe something fell out of the bag as it was tossed and was overlooked by the Officers?
