Does the color of police cars need to be changed to neon green as well as the school buses?

I saw the aftermath of this. It looked worse than it was. I will say, though, there are no medians on the interchange. There is paved right shoulder after the big curve, but this is two lane interchange. No medians. When I saw the wreck, both cars were in the left lane.
