A COMMERICAL ROOF SHOULD BE AT LEAST AS GOOD OR BETTER THAN A RESIDENTIAL ROOF. THE COUNTY TAXPAYER NEEDS TO BE GETTING A BETTER VALUE FOR THE DOLLAR.
