Half of law enforcement is discretion? In the Military we had operating manuals, which gave us guidelines to follow, operating instructions, policy based on doctrine. I propose that an agency be established for providing guidance and oversight to law enforcement, to standardize operations and bring them in line with offical policy.</description>
