There are alot of upgrades needed, but with the current state of the economy even municipalities don't have the money that they need now to make cost worthy improvements. They know that lines need to be replaced, but unfortunately they have to do it on a "true need only " basis. MAYBE all of this can be resolved with a different man leading us as a country. Then maybe all will work out and filter down from the top. it is hard for these systems to update all of their water lines at once.
