		<description>The difference between &quot;Highly Effective&quot; and &quot;Effective&quot;  relies on if the administrator actually sees the criteria in the classroom.  The evaluation system is onerous for everyone involved and can easily be slanted toward favorite teachers.  My administrator is trying her best to be fair but even she admits that all the criteria to be highly effective is almost impossible to witness in one class setting.  In my opinion the evaluation system is just another attack on public schools in hopes of vouchers and privatization.</description>
