They have created a deadly weapon out of their vehicle when they drive impaired. Thank goodness it does not appear that the pedestrian in this case was killed, but they easily could have been. There is NO excuse to drive drunk or impaired and threaten other people’s lives with their stupidity! If it is dark or close to dark they are hard to see. A lot of them have on dark clothing, so no matter what your condition, even when you expect to see them they are hard to see.
