Critical is more serious than serious. A seriously injured patient is likely to remain in the hospital but their life is not likely in any immediate danger. A critically injured patient is more likely to be in ICU, and they would be in great danger of dying without proper medical care.

As for *how* those are reported -- in the case of wrecks that FHP works, the report indicates the injures -- none, minor, severe, critical or fatal.

Sometimes a patient can be classified as critical on the scene and go home later that day once they are further evaluated at a hospital.
