And while it IS stupid in the long run, they quite often get away with their crimes several times ere being caught. If everyone were caught the first time, every time, even with minor punishment there would far less crime than there already is. I'm convinced most murders wouldn't happen if folks knew they would have to pay a thousand dollar fine minimum if they killed.
