Fewer working, no.

Unemployment is based on number seeking employment but not finding it. 

Unemployment rate is based on unemployment divided by people wanting employment whether they are employed or not. 

For example if a hundred people want employment and 8 of those are not employed, the unemployment rate is 8 percent. 

If the eight decided they no longer wanted employment, the unemployment 
rate would drop to zero. 

If a hundred more decided they DID want employment but were not yet employed, the unemployment rate would be 108/200 or 54% without any change in people actually working.

		<description>There is a reason that the unemployment rate is dropping and it is not that more jobs are being created, it is that less people are working in the work force. If you were to take a look at the jobless rate, you will find that it is much higher than the unemployment rate. Unemployment is figured by someone losing their job and they are without it for 6 months are longer. When this time period is up, the state no longer counts this person as unemployed and they are off the system so to speak until they can find another job. It is a way of making the states unemployment rate look low, but in actuality it is really a lot higher than you may think.
