Government offices have to balance their till or give account why. What do you think would happen to an employee of any of our local stores if they did what she was doing? Customer payments to the city are not recorded as paid when they get deposited in the bank. That happens with the clerk at city hall taking the payments from customers and then crediting that payment to the customers account. That is the real problem here. So what is the explaination for not crediting accounts upon receipt from the customer?
