True. Or, in fact, a penalty for a violation based on LACK of human vocal output.

The First Amendment right to free speech includes the right not to speak. The Fifth Amendment right not to incriminate oneself includes the right to not announce you&#039;ve killed a family member. (Not that you should hurt others, just that you have the right to withhold that information.)

Thus, no matter how well intended, this law is unlawful for violating the rights guaranteed by the amended Constitution.

Of course now they could also be strip-searched for lying to police or even not having an audible bell on a bicycle or a helmet or any other minor violation.</description>

		<description>I have not agreed with Gov. Scott on several things he has done BUT Caylee&#039;s Law and  HB 177 are two very good laws. Offenders should have to stay in prison for their 85% of the sentence.</description>
