True. Or, in fact, a penalty for a violation based on LACK of human vocal output. The First Amendment right to free speech includes the right not to speak. The Fifth Amendment right not to incriminate oneself includes the right to not announce you've killed a family member. (Not that you should hurt others, just that you have the right to withhold that information.) Thus, no matter how well intended, this law is unlawful for violating the rights guaranteed by the amended Constitution. David for truth REGARDING:

Of course now they could also be strip-searched for lying to police or even not having an audible bell on a bicycle or a helmet or any other minor violation. The cost for a service can be as low as $ 3000 to $5000, not $7500. I find myself asking why an 18 year old was locked up. If they die while locked up do like most areas do---have the body cremated.
