I personally do not know this child, the mother or THE FATHER but I can see where this can happen even under the most watchful of eyes, best of parents. Millions of people do it everyday, and their children are not being charged with anything. I think too many parents are being given a provisional pass, and the children are the ones suffering for it. Sure, they will do as they please when they are grown, but 10 years old is a little early to start a criminal record.
