Perhaps a few years ago such a this type of thing would have been handled very differently. However, in today’s world emergency responders are REQUIRED to handle these type of situations with the utmost caution and with strict training procedures. And no, it’s not always “easy to see” if something has been intentionally placed, etc. I have seen examples of people, particularly those of the home-grown terrorist variety, placing devices to appear to be dropped that were actually a booby-trap. A lot of people have been killed or maimed by acting too quickly (a “two minute fix” as you call it). Laugh all you want at the silly emergency responders, but to err on the side of caution is never really an error.
