The owner did not want to accept Red Cross clients because of the damages left half the time, Red Cross can not be held legally liable. If this family wants to stay somewhere nicer (often much more safer) its going to have to come out of their pockets, or at least they will need to place their own personal credit card or debit card on file while other people help pay for each night. In times of disaster Red Cross doesn't get to pre-screen its clients and do proper financial and criminal background checks. I worked at a hotel for several years. The Red Cross works soley off of donations you are given a voucher with an amount, so Its they're choice of hotel within reason.
