Normally they do check for drugs and alcohol for the ones that were driving especially if there are fatalities involved. They might believe they are unwarranted. It could be that carrying narcotics had nothing to do with her losing control. (For that matter, even though legally what she was carrying was a narcotic, technically a narcotic is something which is addictive and puts people to sleep. Of course, I don't know that it doesn't make people sleepy so that might apply. I've never read any reliable sources saying it's addictive.) Not that any of that matters to the question at hand.
