		<description>if you want people to perform better at anything other than purely physical labor, you must give them autonomy.  higher pay works as an incentive for manual laborers, but study upon study proves that when it comes to higher cognition skills, money is not that big of an incentive.  what would really motivate teachers to teach is give them some autonomy.  you want teachers that are engaged and motivated, thus turning little johnny and little susie into geniuses?  get rid of the dadburn standardized testing bullcorn and let teachers get back to teaching!</description>
